We need not send copy of 28313 to H. Kong

as Sir Jordan says that he is writing to the

Gov. on the subject.

The new policy of the F.0. with regard to

trading with the enemy in China will, we may

hope, make a great change in the situation.

Copy of this tel. to F.0. and copy of our

gov. corresp. with E. to B. of T. L.F.F.
